Aggregation On three levels, first by each individual MFI, secondly by each NCB, thirdly by the ECB.
Sampling NCBs may chose between census or stratified sampling when determining the actual reporting population. The minimum national sample size has to be such that the maximum random error for interest rates on new business on average over all instrument categories does not exceed 10 basis points at a confidence level of 90%.
Sample updating NCBs shall check the representativeness of their sample at least once a year.
Sources of weights For the aggregation of interest rates within each instrument category, the respective business volumes are used as weights. To calculate an individual institution's aggregate interest rate per instrument category, the volumes of each contract within that instrument category are used as weights.

For the national aggregate interest rate per instrument category, total business volumes per reporting institution are used as weights, and for euro area aggregate interest rates the national volumes are used, again per instrument category.
  Nature of weights Weighted averages
  Frequency of weight updates Permanent
